I have no control over the neighbors function as I am not a developer. There is an overwhelming demand for this application and at peak time it puts a strain on the servers. I'm sorry you can't access your neighbors. I can't either so my play has been diminished these last few days. Please be patient. I know this is a long way around but you can access your neighbors by going to their Facebook profile and clicking on the line where it talks about gifts they sent out. Also when you see them ad them to your buddy list. That way (if) this happens again they will be there and you will be able to hop right over. I hope this Helps you
