I guess I define unemployment differently than you do. Since there is plenty of work AVAILABLE to all on the application, I do not think there is an unemployment issue. I think there is, instead, either a lack of willingness, or a lack of knowledge which leads to as you say, "about 25 people constantly writing 'hire me, hire me'". By either providing the know how, or making it more trouble than it is worth to do this, you eliminate the actual problem (without penalizing those who have already figured it out). Then, perhaps when the newbies came into the market and asked things like, "hey, I am new. How does all of this work?", people in the market could offer help and suggestions and they could benefit from the offered help.
