Farm Experience, Raising of level

Just starting today, I worked my farm and a neighbor's farm and my experience points didn't move at all. It's stuck. Can you please fix this. I need my levels to gain points. Please help

How many neighbors are we allowed to have? I try to accept a new neighbor request and it says my neighbors are full to remove some.
It says I have a 144 neighbors and I can't add anymore?

train is broken

I just started playing farm town again and since I got back in the game, my train has been faded out. can't do anything with it. I need some advice as to what to do to fix this problem.
