I "had" that problem until I read the Forum.
I made sure my "animals" were turned on under the wrench thingy. Then I enlarged the farm as much as possible and low and behold they finally highlighted so I could move them after trying for over a year (back then to my storage) and put them in their respected places, i.e. hen house, cow in barn, etc.
