Do you have a bank account listed for your Paypal? If so do you have a debit/credit card for that bank account? If so add it as asecondary payment method. Facebook wants a credit card attached and this will satisfy them. Paypal will use whatever your primary method of payment is to pay them which in your case would be the amount of cash on hand in your account with them. And it will do this regardless of what Facebook is requiring.
With mine I have my bank account as primary and debit/credit card as secondary. I don't keep any money in my Paypal account. When I buy credits the payment always comes directly out of my checking account which is my prime method. I have satisfied Facebook by having a credit card showing, but Paypal determines where the payment will come from and in my case it is always my bank account.
Try it once for the smallest amount and see if Paypal takes the money from the card or from cash on hand.
