for instance if i don't have enough sugar then it simply produces whatever it can and doesn't even warn me i don't have enough sugar to truly start all productions. So i still have to go thru each production and make sure it did indeed start all batches.

Because of this i don't think i would get any more of start all tools

If you are using the facility manger you do not have to open the facility just click start all. Now look at pending if it is 100% then you know it started everything if it is not 100% you need to look and see what it didn't start and why. This can be easy depending on what facility and what you are short of ie sandwich shop if it is not 100% chances are I am out of canned tuna, or hotdogs because I rarely run out of the other stuff for that facility.
