It probably works just fine. It's just that not all farmers understand where the tools are - even if you explain to them about the extended tool box. It did take me all of 15 seconds to understand even though I have been playing since we were stuck with one farm and less than 100 levels.
And no, it's not that people are stupid. It's just that some people get some things and others understand other things. Sort of like my family - one of my brother's in law is nearly computer illiterate and the other 2 work with computers and even design printed circuit boards for a living!
