I moved your post to the thread about Coop Quests in Help and Support.
Before starting checking neighbors with blue dot, do you click in one of them in the neighbors bar below the game screen and then click in Order By Cooperative Quests option?
When I order my neighbors bar that way, then if I get to someone who is already done with their quests, then I only get the message but I can continue clicking in the arrow to see the next neighbor's coop quests.
