I moved your post from Suggestions to the Help & Support thread about the Farm Pass. You only updated your Super Facility today, so you have not had one for most of this week to load. For the farm pass goals your neighbors not playing the super facility should have nothing to do with these goals as they have to be done through the trading market.
There are instructions on how these goals for selling in the Game Guide chapter 34 about the farm pass:
