The only difference between it and the truck is that it does NOT use fuel. You still have to
pay coins (like the truck) for the "delivery" of the product. You do NOT harvest the items from any of the waters. Because it looks like a "facility", I suppose that is why it was put there instead of the Tools Section, even though it has MORE of a "tool" function.
