The quickest way for you to build up stock is to exchange gifts for fuel tanks. When you accept a gift of fuel, before you store them from the gift box, click on the More to request another so your friends are aware that you need them.
If you are requesting ingredients to make fuel from the oil refinery, that does not get you Fuel tanks it gets you crude oil to make the fuel tanks.
As soon as any friend has worked the Oil refinery, start the batches on just the Fuel tanks so that is always producing the maximum amount of Fuel for the next friend that works them.
