Hi a womack,
When you bought the Reading Accessory factory you already had one of each of the FC facilities and 2 x rubber factories in the NCC. When you have 2 FC facilities in the contest you can only have 2 coin facilities in the contest.
If you would like a reminder on what the rules are for adding more coin facilities, you can either open one of the facilities in the contest and then click on Add More Facilities or you can check the game guide here:
