Almost positive that the update is rolling out right now! 1:49 am Pacific time. Getting really slow and glitchy!

Never thought that I would say that I was happy about either of those things!

New York is in the same time zone but now it is using EDT(daylight saving time) and it is almost 5am.

EST time is yet a litlte before 4am...that means....4 hrs from 1am.....is 5am at EST. 1 more hour to wait..right?

No, maintenance was set for 1 am EST and expected to last 4 hours. It is almost 4 am here which means it is almost 5 am EST.
