Can you be a little clearer about what the Green, Blue and the Red dots are for?

For example I have a red dot and that is for the Super Neighbor and I do know what that is for.

I don't have a blue dot and I also don't have a clue that that is for at all

I have a Green dot and I also don't have a clue what that is for at all either.

Thanks, that stuff in my opinion should be in the guide that is here in the first set of stuff, in my opinion and it is not, or at least I can't fine it.
