Sometimes the ingredient planner does not catch up or read correctly. The developers are aware of this. I have found that sometimes when I am filling that some facilities do not completely fill if there is a shortage somewhere ( mine is usually flowers). When that happens if I click play and then open and click the start all again it will finish filling.

Hi FarmerWitch,
If you are saying the Ingredient Planner is not changing this is a know issue. Nothing I am suggesting is going to fix that if that is what you are expecting. The items not showing are not the same for everyone, so not going to be easy for the developers to pin down.
For you actual filling problem try what I suggested of clicking play and then go back in and try filling again.
If that doesn't work figure out which items are not filliing in the Taco Restaurant or others that aren't filling and see if you are missing any ingredients by using the question mark on them.
