Hi Lisa,
The watering and fertilizing are not reset by deleting the fields. The time for both of those stays the same. The fertilizing time of the farm will stay the same and any crops you plant on it again will be fertilized if it is still showing time. The watering though is specific to the crops planted at that time and can only work on those crops. You can not water a farm again in less than 20 hours.
