I just stored bait from my gifts and they went to my waters not my storage.

No matter you see Store, if you received them as gifts then they should go to your waters when you store them.

It is true that you have some baits in your storage. The only way to get those is when you click in a bait bonus shared by farmers friends.

You can use them to load your Fishing Tackle shop, but after using them and IF you have the tool to Load All, then be sure you have baits unchecked.

If you have them checked and you click in Load All button, then if the ones in your storage are not enough, the rest will be taken from your waters to fill that service facility.
