If you want to rework your friends facilities, you need to stop working them for 8 hours.
If you enter the game and work someone facilities 1 second before the 8 hours have past, then all times will revert to 8 hours. That has always been the rule.

This does not affect your friends working yours.

To be sure if you can rework their facilities, before starting working them, load your farms and click in the yellow tool box.
Then click in the Show times icon (the clock)

Under Gamewide check the times showing up for Rework Regular facilities and Rework Service Facilities.
You will have to wait that time without working any other facilities, to be able to rework all facilities again.
