How many farms can you set as private? 26?
Farms marked as private cannot be worked directly by the player for anything. However, if you have a farm marked as private, then the mayor can work it for facilities (as in during the part he works for you).
You would need to leave at least one farm not private and always post work from a facility on that farm for them to be worked by those with both trains. For those with less then at least half of the facility farms need to not be private and again posting from a facility on one of those.
