Then you probably used all your neighbors list to send boosts.

Your data shows that you have unloaded 5 trains today and you have more on their trips.

If you only are seeing buddies to send boosts, then those are the only ones available at this time.

If you do not send boosts to your available buddies, then you could wait till later today or tomorrow and see if the neighbors list shows up.
