That misses my point. If they HAVE the FC facilities WHY are they put in with those without, unfair! We can NEVER compete with those who HAVE the FC facilities

If there are not 10 teams with exactly the facility amounts you have then the rest have to be as close as possible. And yes some of those will have FC facilities. There is no way to prevent that and get 10 teams.
