It may pay to check your plug-ins and see which flash is enabled, the one thats I have enabled is : - Version: 11.7.700.202
Shockwave Flash 11.7 r700
Name: Shockwave Flash
Description: Shockwave Flash 11.7 r700
Version: 11.7.700.202
Location: C:\Users\Client\AppData\Local\Google\Chrome\User Data\PepperFlash\11.7.700.202\pepflashplayer.dll

and I have disabled the one that allows that short cut to Global Settings:
Shockwave Flash

Version: 11,7,700,202
Location: C:\Windows\system32\Macromed\Flash\NPSWF32_11_7_70 0_202.dll
Type: NPAPI
I sometimes use SRWareIron as my browser and it only has one flash, the 2nd one listed here....if you have both of these enabled, it can cause conflict ..

...to find your plugins, open a new tab and type: chrome://plugins into the url bar and then bookmark it so you can check it in the future...
