OFFICIAL Fishing and Bait

I have been having extreme problems with fishing when hired by non-neighbors/buddys at the market. Many/most of the waters will allow me to clear the fish, but there is often 1 or 2 that WILL NOT clear, even after reloading, even with plenty of bait. The last two days have been with the 5x5 boats. If I can't clear the waters and I move on to the next farm, I lose the earned bonus. I have lost a few million in the last couple days. If the boats won't allow me to clear the waters, then what is your suggestion?
