I'm stuck at 5 cooperative quests (and before that) that I can't complete because I don't have the facility. That means that I can't collect cash. Can't you mix up the facilities so there's a more even chance of finishing the quest!!?? Like do a restaurant or product and then a facility like spearfishing or the blood lab.

I moved your post to the Discussion thread about quests. The quests are randomly assigned and what you get is just the luck of the draw by the server. They are not assigned by humans.
