Sending of FC Voucher

So, after the " maintenance" I seen unable to send a FC 55 voucher.
The game asks me to choose who I would like to send it to, and then goes straight to reload to reflect changes, no longer confirming the gift has been sent. Cant help wondering, is this on purpose?

. I really hope it isn't. I have been playing this game for ages.
