We have just tried purchase with Paypal and did not have any problems. Only thing I can suggest is to delete any cookies your computer has for Paypal and try again. It may be you have a cookie that is causing it to not come up.
If you are using private browsing that could also be causing this.

I tried deleting my cookies and tried again but didn't have any success. I'm not using private browsing so that isn't the issue. The window for purchasing farm cash opens and I select the amount and then click to pay with paypal. Another window opens up saying Configuring Store. At that point I get the following error message (I hope I copied it correctly because I was unable to highlight and copy):
Purchase could not be completed.
Please try again later.
