This morning, some production facilities didn't load ingredients completely when using the "start all" button in the facility manager. While some are missing enough ingredients, others only loaded ingredients when clicking "start all" on that ingredient's window. I had to close out of FT then go back to the facility's window and click "start all"...often several times before the facility reached 100%.

I should add that my Farm Pass was also one of those that showed a previous goal window when first
opened.
