I hired someone today that is a beginner

i have all the tools but when she selects them it says this tool only works on your own farm?

is there a level requirement for players to be able to use my tools?

I think I have figured out why allowing employee to use your tools works sometimes and not others. The key is the difference between single job hire and multiple job hire.
If you are hired for a single job then your tool shows in place of the Gift Box in the tool bar and you don't have access to the extended toolbox. If you are hired for multiple jobs then your tools are in the extended toolbox and you can open that.

yes i found that but when i then hired the worker for all jobs when she tried to use my tools they say "this tool can only be used on your farm"

Sounds like something didn't update because even the coin tools can be used on others farms now too. Maybe she was clicking on the HPP combine instead of the HP one or on a bigger irrigator which they also can't use?

its not allowing any tools at all get the same message for all

according to the release even the coin tools should be usable

Yes but they cannot plant for you or use the larger sprinklers. Only thing I can say would be for her to try clearing caches and reload. Could be her farms didn't update with the release.

her pc was reloaded last night she is a brand new player

she is can not use any harvesters or plowers or anything only single tools

just says that this tool can only be used in her farm

Maybe the player needs to be on a certain level as the new player is only on level 1

and most tools are locked

although the release thread does not mention any restrictions

Yes because she has to have at least a harvester or seeder and access to fuel. Needs to be at least level 10.

There are level requirements for the coin tools as shown below:

Harvesters:

Harvester (2x1) - Cost 15,000 coins - Level 10
Harvester (2x2) - Cost 30,000 coins - Level 16
Harvester (3x3) - Cost 500,000 coins - Level 44

Plows:

Plower (2X2)-Solar Powered - Cost 60,000 - Level 18
Plower (3x3)-Solar Powered - Cost 1,000,000 coins - Level 46

Tree Shaker (3x3) - Cost 1,250,000 - Level 50

Flower Harvester (3x3) - Cost 1,200,000 coins - Level 49

Log Truck With Chainsaw (3x3) - Cost 1,100,000 coins - Level 48

Fishing boat (2x2) - doesn't show a level requirement.

Someone mentioned in another post that to use the fuel station to fuel the tools, you would need to have a seeder or harvester, and since the harvester is the lowest level tool at level 10, and to get to level 10 is 2,000 xp. So once someone gets to level 10 they can purchase the lowest harvester and start using the fuel station, but one problem is they won't be able to start making fuel until they reach level 21 at which time they would unlock the Oil Pump and the Oil Refinery is 32 FC to make the fuel cans, so they can only get the fuel according to how many neighbors they have, the active neighbors (which is the same as how many neighbors), level, and any gifted fuel cans until they are able to get the Oil Pump and Oil Refinery.
